Does anyone have a link to this cartoon short film?

It was featured in a high school planetarium when I was in elementary school in VA (Now I'm in Hawaii). It was about an alien detective receiving the radio signals and decides to visit Earth and finds out it is completely polluted. And all I remember is he goes back to his office (50s Style) and drinks coffee as he talks to his boss but he also passes the planets farthest from our sun to go to Earth first. Any idea? Is it exclusive?
