Is there anyway that looking at a light can stop it from working?

This is quite normal the LED would be flashing very quickly and your Peripheral vision is more sensitive than your direct vision to this characteristic.This is the system used by an astronomer when calculating the intrinsic brightness of a star.So what you saw is quite normal but you are more observant than most people.
