What state has the cheapest out of state tuition?

I'm from Hawaii and about to get my undergrad in journalism. I want to go to grad school, but I don't have many options for in-state tuition. What states or schools offer the best out of state tuition? Cost of living is important to me too, I'll be paying for myself.
