Will I be able to go to college in Hawaii?

I'm living in Arkansas right now. I just took the ACT for the first time and go a 28. My GPA is a 4.0 and I am a junior in high school. I've been wanting to go to college in Hawaii for a long time and I want to live there after college too. Will I be able to get a scholarship with these grades and how much average will it cost? Do I have a chance, I'm not rich? Thanks guys
